The City of Oxnard's Police Department is seeking Traffic Service Assistants I/II with strong technical and customer service skills to be part of the team. The ideal candidate will have excellent attention to detail, communication skills and be able to understand, read and properly interpret applicable laws, rules and regulations related to the assignment. Under general supervision, performs police-related work as a civilian employee in traffic enforcement; learns policies, procedures and work methods associated with assigned duties; performs related duties as required. DISTINGUISHING CHARACTERISTICS: The Traffic Service Assistant I is an entry-level position, which allows the incumbent to perform tasks and familiarize themselves with police procedures and to undergo training, which will provide knowledge of the basic principles of law enforcement. This class is alternately staffed with Traffic Service Assistant II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher level class. The Traffic Service Assistant II is a journey-level position in the Traffic Service Assistant series. This class is distinguished from the Traffic Service Assistant I by the performance of the full range of the most complex and difficult tasks, working independently and with minimal supervision. The Traffic Service Assistant II assigned to the Fire Department has a working title of Materials Expeditor. SUPERVISION RECEIVED/EXERCISED: General supervision is provided by sworn or professional personnel. WORK SCHEDULE: The normal work week hours are 4/10, hours and days may vary. This position may be required to be available to work itional hours and/or weekends as needed to respond to workload needs, attend special events, etc. This position is eligible for overtime pay. Essential Functions Include but are not limited to the following:For Police: Investigates injury and non injury collisions, prepares collision and stored vehicle reports; prepares a variety of written documents including forms, citations and collision scene diagrams; assists at Driving Under the Influence (DUI) checkpoints; performs traffic control by directing traffic using hand signals, flashlights, flares, traffic cones or other barriers; moves, lifts and positions stanchions, barricades and heavy objects for establishment of temporary traffic routes. Enforces parking regulations, chalks tires and monitors timed parking zones; writes parking citations; performs ticket sign-off for mechanical violations; automobile or pickup truck. For Fire: Assists in the cleanup and transfer of transportable hazardous materials, such as motor oil, antifreeze, paints and similar materials, to a storage area. Assists in the CUPA Division as staff support with data entry, scheduling, developing reports and with the preparation of a variety of written documents including forms and citations. Assists in the procurement of items for the Fire Department that include setup, delivery and installation. Assists in the presentation of information or other distribution of educational materials to groups or organizations. For Both Police and Fire: May perform emergency callouts for City departments after normal hours. Uses communication devices such as patrol vehicle and handheld radios; may use and calibrate alcohol-sensing devices; provides a variety of services for special events. Qualifications The following are minimum qualifications necessary for entry into the classification: Education and/or Experience: Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Traffic Service Assistant I. A typical way of obtaining the required qualifications is to possess the equivalent of a high school diploma. Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Traffic Service Assistant II. A typical way of obtaining the required qualifications is to possess at least one year of experience as a Traffic Service Assistant I; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. License/Certificate: Possession of, or the ability to obtain, a valid class 'C' California driver's license. Employment Information The selected candidate must pass a thorough background investigation. There are currently three (3) full-time vacancies within the Police Department. NOTE: For most positions, the City of Oxnard relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work. Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions. City staff may be required to play an active role in the event of an emergency, which may include changes in responsibilities and working hours. This position requires a 12 month probationary period.
