Telework eligible Yes as determined by agency policy Duties Summary This position is located on the Los Padres National Forest, Santa Lucia Ranger District in Santa Maria, CA Serves as a primary assistant to the District Ranger and as a member of the District Leadership Team and is responsible for managing, planning, scheduling, coordinating, reviewing, and reporting on an ecosystem based resource management program. Assist in developing and maintaining partnerships with governmental, non-governmental, non-profit, tribal government, media, academic, and other organizations to support natural resource management priorities. Evaluate current studies, reports and information related to natural resource program activities and distribute information for the use of unit personnel. Lead collaborative meetings with internal/external partners involving integration of complex viewpoints and perspectives to meet mutual natural resource management goals and objectives. Represent leadership at meetings with other government organizations and/or private interest groups to collaborate, share information, and/or facilitate the resolution of natural resource issues and concerns. Serve as primary assistant to leadership in managing an organization?s natural resource programs. Provide leadership in planning, scheduling, coordinating, reviewing, and reporting on an ecosystem based resource management program. Direct implementation activities for ecological restoration and collaborative stewardship activities. Develop short and long term project plans that pertain to reforestation or utilization of fire settlement funds. Implement long/short range natural resource action plans to ensure consistency with ecological restoration goals and objectives. Integrate and coordinate resource management program activities with other unit program areas such as, budget, project design, planning and implementation, and report coordination. Use a diverse approach to develop and finance critical natural resource programs and services on the unit including collaborative stewardship and restoration projects. Develop grants and agreements with the goal to leverage funding towards natural resource project support. Revise natural resource program operations for consistency with strategies and program emphasis. Perform natural resource program reviews and conduct inspections for compliance with policies, regulations, work plans and contracts. Prepare environmental analysis review and provide natural resource recommendations for leadership consideration. Prepare environmental analysis documents, management plans, and other reports. Qualifications In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Basic Requirement: GS-0401: Degree: in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-09: You must have one year specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Examples of specialized experience include: Performed specific portions or minor phases of assignments in support of senior natural resource specialists; Collected resource data and conducted sampling for studies, reporting data observations and providing recommendations to supervisor; Researched existing policies and regulations to provide technical assistance relative to policy on natural resource management; OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. For the GS-11: You must have one year specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Examples of specialized experience include: Participated in developing and administering a broad-based natural resources program; conducted long/short term studies and investigations on the use of soils, water, vegetation, wildlife, and other natural resources as part of the land management and natural resources program; coordinated surveys, analyzed biological data, and analyzed a variety of data associated with environmental studies; assisted in planning, administering, and evaluating various natural resources and environmental protection programs to ensure proper consideration is given to resource conservation and protection measures; OR Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled); OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
